White Rock Multicultural Centre Approved: What the $8.1m Tiffany St Build Means for White Rock Property Prices

Cairns Regional Council moved on an $8.1m construction contract for the White Rock Multicultural Centre this week. The build lands on Tiffany St. Doors open early 2028.
That is a real number, on a real street, inside the postcode I work in every day. Here is the detail, and here is what it means if you own property in White Rock Cairns.
The decision, in numbers
A council report recommended councillors award the construction contract to J. Hutchinson Pty Ltd at an ordinary meeting on Wednesday.
- Construction contract: $8.1m
- Total project budget: close to $10.6m
- Allocated in the 2026/27 Capital Works Program: $9.975m
- Tender submissions received: 13, with three excluded and 10 assessed by an evaluation panel
- Expected opening: early 2028
Council advertised the construction contract in May. J. Hutchinson came in as the second-lowest priced tenderer and still scored highest overall on value. The report noted the tendered prices sit above the allocated budget, and put that down to a hard construction market where costs have escalated in recent years. Council's assessment held that the pricing still reflects fair value for money.
Read that last point again if you own a home here. Council chose to proceed at a higher cost rather than defer. Councils defer projects they consider optional.
What actually gets built on Tiffany St
The centre forms part of council's network of community activity spaces. The design covers meeting, event and activity areas built for cultural activities, social events, cooking, community meetings and classes.
The origin goes back further than this week's vote. Council ran a Cairns Multicultural Facilities Needs Assessment in 2022. That assessment identified the need for a purpose-built facility supporting people from different cultures and backgrounds, and it pointed to White Rock as the location.
White Rock did not get chosen at random. The suburb got chosen because the demographic case for it already existed.
Why this matters to the White Rock property market
Community infrastructure moves slower than the market talks about it. Owners feel the effect in three ways.
1. Confirmed capital spend, not proposed spend. Plenty of South Side projects sit in concept stage for years. This one has a contractor, a budget line in the 2026/27 Capital Works Program, and a completion window. Buyers treat funded projects differently to announced ones.
2. An 18-month construction window. Work runs from late 2026 through to an early 2028 opening. Expect trades, deliveries and temporary parking pressure around Tiffany St during that period. Expect the finished asset to sit on the buyer-facing map from 2028 onward.
3. Institutional confidence. Council spending close to $10.6m in one South Side suburb sends a signal to the buyers currently comparing White Rock house prices against Northern Beaches stock. Suburbs that receive civic investment stop reading as transitional.
None of this rewrites White Rock property prices on its own. Schools, land size, elevation and condition still drive the result at the negotiating table. Infrastructure shifts the story a buyer tells themselves about the suburb, and that story shows up in competition, not in a formula.

The Tiffany St effect on nearby streets
Tiffany St already carries steady turnover. I have transacted on it and I track every sale on and around it.
Homes within short walking distance of a new community facility usually pick up two things. First, a wider buyer pool, because the facility appeals to families and to multigenerational households who value walkable amenity. Second, a cleaner comparison set, because agents and valuers start referencing the facility as a locational feature.
If you own within a few streets of the site, the practical move is simple. Know your number before the market prices this in, not after.
What South Side Cairns owners should do now
- Get a current position. A property appraisal in White Rock Cairns costs you nothing and takes about 30 minutes on site.
- Note the timeline. Owners considering a 2027 or 2028 sale sit in a different position to owners selling this spring.
- Watch council agendas. The 2026/27 Capital Works Program contains more South Side line items than most residents realise.
- Compare like with like. Recent sales in White Rock Cairns tell a sharper story than a portal estimate built on regional averages.
